Recruitment and Import of Workers from Third Countries

1. Employment up to 90 Days

2. Employment from 90 to 270 Days (Seasonal Work)
For longer seasonal or temporary work, Bulgaria offers a Seasonal Work Permit valid for up to 9 months within a 12-month period. This scheme is commonly used in tourism, agriculture and hospitality.
Workers enter with a Type D (long-stay) visa, after which the seasonal permit is issued by the Employment Agency.

General Requirements for Employers Hiring Foreign Workers in Bulgaria
Employers in Bulgaria who wish to hire citizens of third countries — such as Uzbekistan, Nepal, India, Bangladesh, the Philippines, and others — must follow the procedures established by the Bulgarian Employment Agency and the Migration Directorate of the Ministry of Interior. The process ensures that foreign workers are legally employed and that Bulgarian labor standards are respected.
Below are the main requirements and steps for employers:
Registration and Labor Market Check & Manufacturing
Before employing a foreign citizen, the Bulgarian company must be legally registered and in good standing — with no outstanding tax or social insurance obligations.
For most categories of work permits, the employer must submit a labor market test (unless an exemption applies) to prove that no suitable Bulgarian or EU candidate is available for the position. Our team assists in preparing and submitting these applications to the Employment Agency.
Employment Contract and Conditions
A written employment contract must be signed in accordance with the Bulgarian Labour Code. The terms — salary, working hours, rest days, and social insurance — must be equal to or better than those offered to Bulgarian employees performing similar work. The employer must also guarantee accommodation, health insurance, and safe working conditions for the foreign workers.
Application for Work Authorization
Depending on the duration of employment, the employer applies for one of the following:
- Seasonal work permit (for up to 9 months)
- Single residence and work permit (SRWP) (for up to 3 years)
- EU Blue Card (for highly qualified specialists)
All necessary documents — company registration, labor contract, job description, and foreign worker’s documents — are submitted to the Employment Agency for approval. Once approved, the worker can apply for a Type D visa at the Bulgarian embassy in their home country.
Arrival and Registration in Bulgaria
After entering Bulgaria, foreign employees must register their address and complete the residence permit procedures with the Migration Directorate. The employer must also register the worker with the National Revenue Agency for social security and tax purposes.
Ongoing Employer Obligations
Employers must maintain updated records of foreign workers, ensure timely renewal of permits, and notify authorities of any changes in employment. Compliance with Bulgarian labor law and migration rules is mandatory.
